Abstract在新型城镇化进程中,如何兼顾效率和公平从而有效地管理城乡公交经营权成为城乡公交一体化的重要问题。以正在实施城乡公交改革的山东省金乡县为例,从道路客运经营权转移的视角来解读城乡客运公交改革的过程、问题与效应,进而总结金乡县公交经营权调整的经验,能为县域城乡公交一体化提供参考。最后,基于经营权变动可行性和经营效率的视角,从遵循经营权内在转变机制、平衡相关主体利益、统筹城镇化进程和城乡公交改造等方面提出县域城乡公交一体化背景下道路客运经营权的转移逻辑与启示。
Transportation infrastructure and services provide the foundation for urban-rural integration. How to provide passenger transport services for rural areas is vital to continuous urbanization. Conditioned on the pre-existing practice of rural transport, the integration of operational license has become a focal point of rural transport reform. This article provides a case study of Shandong Province’s Jinxiang County where strategies for operational reform are under development. Learning from this county’s past experience, and with perspectives of political feasibility and operational efifciency, we propose that urban-rural passenger transport integration should follow uniifed operational standard, consolidated operational management, shared interest among pre-existing operators, and coordination with the pace of urbanization.
