Abstract | 优先发展公共交通已成为国内外城市和区域交通发展的主流方向.在城际社会经济要素加速流动背景下,区域公共交通成为促进区域融合与交通一体化发展的重要基础.通过梳理跨市公共汽车和轨道交通两类区域公共交通的发展现状,归纳实践中存在的权属不清、行政壁垒、利益矛盾和盈利压力等问题,进而从法规制定、治理平台建设、经营权转移和运营模式创新等方面提出引导区域公共交通服务供给的对策. Prioritizing public transportation has been recognized as a mainstream in urban and regional transportation development over the world. With more and more exchanges of social and economic ele-ments among different cities,inter-city public transit is able to boost regional integration and the integrated development of transportation system.By discussing the development of two types of inter-city public tran-sit,namely inter-city bus and rail transit,this paper summaries a number of existing obstacles,such as am-biguous ownership,administrative barrier,conflict of interests,and issue of profitability.The paper finally proposes corresponding countermeasures for better guiding the supply of regional public transit services, likely,lawmaking,developing governance platform,transferring management rights,and innovation in op-eration patterns,and etc. |
